國際田徑總會（IAAF）2009/8/12日決議，修改田徑比賽起跑犯規的處罰規定，第一次起跑時犯規偷跑就取消資格。新規則將自2010年1月1日生效。

大會投票以97票贊成、55票反對、6票棄權的結果，決議更改現行規定。依據新規則，運動員在第一次起跑時犯規偷跑就會被取消參賽資格。

國際田徑總會在2003年開始實施現行規則，運動員在第一次起跑時偷跑暫緩處分，第二次起跑時犯規的運動員才會被取消參賽資格。
